Non-practising entities and IP funds: Innovation and inventions in IPR system – A Slovenian case study

This article describes the reasons for an IPR system through the commercialization of patents today, especially on the case of Slovenia, and compares the two main systems which attempt to manage patents collectively: the USA non-practising entities (NPEs) and the EU European Commission’s plans on establishing an IP fund. In addition, it presents the Technology Transfer Offices as a third option, mixing positive characteristics of both before-mentioned IPR management systems.
